What this does & doesn't do: this tool sharpens and upscales photos that are blurry
because of camera focus, motion, distance or low resolution, then uses OCR plus each region's plate-format
rules to suggest the most plausible readings. It cannot reconstruct plates that have been deliberately
masked, pixelated or blacked out for privacy — that information is genuinely gone, and any "guess" for
a redacted plate would be closer to random. Results here are probabilistic estimates for your own review,
not verified identifications.
